Quebec adds new rule for economic investor program

The Quebec province effective from Jan 1, 2020, will apply a new condition for investor, entrepreneur and other economic immigration programs.   This new rule is about learning about values of Quebec for better integration.

From this date all candidates and members of their family accompanying them (spouse 16 years of age or older and dependent child 18 years of age or older) must obtain an attestation of learning about democratic values and Québec values as expressed in the Charter of human rights and freedoms.

The new rule will affect all the five immigration programs below

  • Regular Skilled Worker Program
  • Québec Experience Program
  • Quebec Entrepreneur Program
  • Self-Employed Worker Program
  • Quebec Investor Program

This rule of learning about democratic values and Québec values as expressed in the Charter of Human Rights and Freedoms is an essential element in helping to integrate well and know more about Québec. Québec is committed to supporting and assisting immigrants in their integration into their society in order to encourage their full participation in French.

Successful completion of the online assessment requires 15 correct answers out of a total of 20 questions (75% passing score). If an applicant is unsuccessful, they must wait two weeks before attempting to take the online assessment again.

The Quebec Government has published brochure available in english.
