Montenegro officially becomes 12th country to offer CBI program

Montenegro officially becomes the 12th country to offer Citizenship by Investment Program (CBI). The Montenegro Government Announced it will start Special Citizenship program in Oct 1, 2018, limited to 2000 foreign investors who will invest in business or real estate in the development projects of Montenegro. The criteria and guidelines will be announced soon within 3 months. The minimum investment will start from EUR 250,000 plus EUR 100,000 Government application fees.

Montenegro expects to receive €200 million euro revenue from Government fees alone and FDI a minimum of €500 million of from 2000 foreign investors. Moldova expects to receive 1.3 billion euros from new citizenship scheme during the next five years.

In July 2018 alone, two countries Moldova and Montenegro officially opened CBI programs.  With this in 2018, three countries have already joined the CIP club, that is Jordan, Moldova and Montenegro.

According to Balkan Insight, Montenegro’s latest decision comes after Moldova launched a similar initiative. This is the third time Montenegro has launched an “economic citizenship” offer. In 2010, the government announced plans to sell passports to “renowned businessmen of credible reputation” if they invested at least half a million euros. The project had to be suspended until the measure was harmonised with European Union regulations.
