Grenada has been crowned as No.1 Citizenship by investment program in the Best CBI Rankings 2024. This is the second time in the index, Grenada topping the rankings. St Lucia cemented itself in the second spot. The PBS ranking model designed by Best Citizenships considers 40 important metrics, that clients consider before applying.
Caribbean countries have regained top spots in the rankings for many years, for providing investors affordable pricing, and other travel perks with the passport. Global events and and policy changes have updated in our model, have had an impact on the CBI nations changing positions in the rankings.

Grenada moved up from second place last year capturing the top first spot on the table. Grenada is particularly attractive for families who want to include siblings, wanting visa free access to 140+ countries including China. A considerable number of CBI investors who look for a Plan B passport which comes with E-2 US investor visa benefit after 3 years of living in Grenada. Besides Grenada is the “most complete” CBI program running with highest standards, offering full citizenship rights in the Caribbean including right to vote, work for government and also political rights.

St.Lucia and Antigua/Barbuda moved up in rankings after securing a ETA visa waiver with Canada for those who already have US visas.

Vanuatu lost its position after losing visa waivers with EU schengen states and United Kingdom for poor checks. Dominica last year also lost visa waiver agreement with United Kingdom.
St.Kitts and Nevis also lost its first place from last year, after implementing strict regulations, doubling the prices for investors. The country scored low in the areas, transparency of the CBI which needs to be addressed and investors do not get voting rights in the twin islands.
Malta scored top marks for the highest due diligence standards. Remains the last and only EU citizenship option for investors, officially running in 2024.
St.Lucia, Antigua and Grenada have scored high for being most transparent in the Caribbean, with the authorities disclosing annual reports, applications received and how the money is spent.
The Best Citizenship by Investment Rankings are published every year since 2019, this year being the fifth edition.
